Corruption has always been one of the main problems in public administration in many countries. However, over the past decades, information technologies have become a powerful tool in the fight against it. Mykhailo Vihovskyi, a Ukrainian IT expert and entrepreneur, and a member of the Intecracy Group Supervisory Board, spoke during a presentation as part of the “IT Against Corruption” program about how information technologies specifically help in this important task.
The expert listed the main advantages of IT that significantly reduce corruption risks and, thus, substantially assist in the process of public administration.
1. Transparency and Open Data
Open data is publicly available information in digital format. When government procurements, budgets, or other financial operations become accessible to citizens, it reduces the risk of a lack of transparency and the possibility of corrupt actions.
2. Process Automation
The application of IT allows for the automation of many public services. Thus, there is no need for personal contact between an official and a citizen, which in turn reduces the possibility of bribery.
3. Electronic Procurements
Electronic procurement systems, such as ProZorro in Ukraine, make the process more transparent and competitive. This is very important when all participants have equal conditions. Currently, IQusion offers data analysis tools that allow for the detection of anomalies or unusual patterns in government procurements, which may indicate corruption.
4. Electronic Declaration
Electronic asset declaration systems allow for the control of civil servants’ income and expenses. This ensures feedback from citizens and control bodies.
5. Mobile Applications and Portals for Feedback
Applications that allow citizens to monitor government activities and express their opinions ensure a high level of public control.
“Information technologies help make public administration more transparent, efficient, and open to citizens. In combination with an active civic stance and the right strategy, IT can become a key tool in the fight against corruption in the public sector,” noted Mykhailo Vihovskyi.
