How to reduce paper archive costs: a practical transition to EDMS

During the period of economic instability in 2008–2009, the issue of cost optimization became one of the key priorities for most Ukrainian enterprises. Companies are reviewing their budget structure, cutting unproductive expenses, and seeking reserves to improve management efficiency.

One of the most underestimated sources of costs remains the paper archive.

Renting premises for document storage, purchasing shelving, costs for paper, printing, copying, physical archive maintenance, and employee working hours — all this forms a significant part of a company’s indirect expenses. With a branched structure or significant document flow, these costs increase annually.

A practical solution in such conditions is a gradual transition to an electronic document management system (EDMS).

The transition does not necessarily imply an immediate abandonment of paper. A phased implementation model is effective:

  1. Analysis of existing processes. Determining document flow volumes, document types, retention periods, and approval routes.

  2. Digitization of current archives. Converting currently used documents into electronic format.

  3. Automation of internal approvals. Setting up regulations for document movement between departments.

  4. Limiting the creation of new paper copies. Transitioning to electronic internal orders, memos, and contracts.

This approach allows the enterprise not only to reduce archival storage costs but also to significantly decrease document search time, enhance control over task execution, and minimize the risks of information loss.

This issue is particularly relevant for state institutions and enterprises with a large volume of regulatory documentation. In such structures, the efficiency of archive operations directly affects the speed of management decisions.

It is important to emphasize: EDMS implementation is not just replacing paper with electronic files. It is about the systematic organization of document processes, the formation of a unified information environment, and the improvement of executive discipline.
