State Enterprise “Ukrainian State Centre of Radio Frequencies” Selected IQusion IT for Electronic Document Management Technical Support

Recently, the Ukrainian State Centre of Radio Frequencies (UCRF), in compliance with all legally stipulated procedures, ordered user support and technical support services for its electronic document management system. The service is financed by funds from the enterprise’s economic activities. 

UCRF is a state enterprise under the management of the regulatory body – the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum, and Postal Services. About the Enterprise

According to Article 45 of the Law of Ukraine «On Electronic Communications», UCRF has the right to carry out the following types of activities:

1) perform electromagnetic compatibility calculations, assign radio frequencies, and identification signals;

2) conduct radio frequency monitoring of the use of the radio frequency spectrum by general users in accordance with this Law and in the manner determined by the regulatory body;

3) monitor the quality of electronic communication services in the manner determined by the regulatory body;

4) provide technical justifications regarding the possibility of using the declared type of radio equipment on the territory of Ukraine by general users in general-use radio frequency bands;

5) participate in conducting initial technical control of radio equipment at the place of operation;

6) take measures to detect sources of radio interference;

7) maintain an automated information system for managing the general-use radio frequency spectrum;

8) take measures to ensure electromagnetic compatibility of radio equipment;

9) conduct technical expertise on preliminary assessment of the possibility of fulfilling the conditions for electromagnetic compatibility of radio equipment for the regulatory body to prepare a decision on issuing a license for the use of the radio frequency spectrum;

10) carry out international coordination of satellite networks and systems, radio frequency assignments to radio equipment, and their international legal protection;

11) other types of activities not prohibited by law.

UCRF, on behalf of the central executive body in the spheres of electronic communications and radio frequency spectrum or the regulatory body:

1) performs work on international coordination and registration with the International Telecommunication Union of radio frequency assignments to radio equipment in Ukraine, as well as work on international coordination, preliminary publication, and registration with the International Telecommunication Union of satellite networks and systems in Ukraine;

2) participates in the work of the International Telecommunication Union;

3) conducts measures to review reports on interference or violations of the Statute, Convention, and Administrative Regulations of the International Telecommunication Union, received from authorized bodies of foreign telecommunication administrations and international organizations;

4) processes operational documents related to the use of the radio frequency spectrum for ship stations and radio amateurs.

UCRF conducts measurements of electronic communication network parameters, the quality of electronic communication services, and electronic communication network parameters regarding traffic routing procedures on the general-use electronic communication network.
